The grants msje gov in portal, written properly as grants-msje.gov.in, is e-Anudaan: the online grant-in-aid system of the Department of Social Justice and Empowerment, Ministry of Social Justice and Empowerment. NGOs use it to apply for central grants under the Ministry's schemes. This page is an independent guide and not the official portal. We do not take applications or logins; use only the official address.

What grants msje gov in (e-Anudaan) is

e-Anudaan (anudan means grant) is the Ministry's online NGO grant in aid portal. It handles the full path of a grant application, from the NGO's form to checks by district and state officers, and on to sanction by the Ministry. People search for it in many ways: "ngograntsje", "e anudan login", "e anudan NGO registration" or "NGO Darpan e anudan". Those who type "how to apply NGO Darpan grant" are usually looking for this portal too. All of these point to the same official site.

The portal has two kinds of users. NGO Users are organisations that apply. BO Users (back office) are government officers at district, state and Ministry level who inspect and recommend. So the "grants msje gov in BO login" is for officials, not for NGOs. If you are an NGO, always use the NGO Users option.

Who can apply for grants

Each scheme has its own guidelines, and they decide who is eligible. The common points, as seen in the scheme guidelines on the portal, are:

  • The NGO is a registered society, trust or not-for-profit section 8 company.
  • Its registration has been in force for a minimum period. For example, the disability rehabilitation scheme guideline asks for at least two years at the time of applying.
  • It is registered on NGO Darpan.
  • It is not run for profit to any person or group of persons.
  • It meets any extra rule of that scheme, such as registration under a disability law for disability schemes.

Read the guideline of your exact scheme on the portal before you apply. Rules on years of work, area and staff differ.

Darpan ID: the link between NGO Darpan and e-Anudaan

Many people ask "how to apply grant on NGO Darpan". NGO Darpan itself gives no grants. It is a NITI Aayog database that gives your NGO a Unique ID. NITI Aayog states that this ID is mandatory for NGOs seeking grants from ministries. e-Anudaan then reads your Darpan details.

So the NGO Darpan e-Anudaan link works like this:

  • You register on NGO Darpan and get the Unique ID (see NGO Darpan registration and Darpan ID).
  • On e-Anudaan you give that ID and your PAN. Common details are filled in from Darpan and cannot be edited there.
  • If something is wrong, correct it on NGO Darpan first, then use Update Profile after logging in on e-Anudaan.

Registration on e-Anudaan is one time only. If you made more than one account by mistake, the portal keeps one login active; the others stay only for uploading deficient documents.

Schemes you may see on the portal

The portal lists schemes under its Schemes menu, and new calls for proposals appear in Announcements. Names that appear on the portal include:

SchemeArea of work
National Action Plan for Drug Demand Reduction (NAPDDR)De-addiction, awareness and rehabilitation
SMILE (including Garima Greh)Support for marginalised persons, including shelter homes for transgender persons
Atal Vayo Abhyuday Yojana (AVYAY)Senior citizens: homes, care and support
SHRESHTAResidential education for students from Scheduled Castes
Deendayal Disabled Rehabilitation Scheme (DDRS)Projects for persons with disabilities
ADIPAids and assistive devices for persons with disabilities

Disability schemes are run by the Department of Empowerment of Persons with Disabilities, which has its own grant portal for some schemes. Check the scheme notice to see which portal it uses. Calls for proposals open and close by notice, so watch the Announcements list rather than relying on any fixed date.

e-Anudaan NGO registration and login

The e-Anudaan NGO registration starts from the Register menu, under Register Your NGO. A separate option, Register For Government Org./DMT, is for government bodies. You give your Unique ID, PAN, mobile number and email, verify by OTP, choose your schemes and the states you work in, and set your login details.

For the e-Anudaan login, choose NGO Users, then enter User ID, password and the captcha code. People also search "eMSJE NGO home login" for this. If you forget details, use the Forgot Password or Forgot User Id links on the login box. For Darpan side login trouble, see NGO Darpan login.

Documents usually asked for

Each scheme's form lists its own uploads. The disability rehabilitation scheme guideline is a good example of a full list:

  • Certified copy of the registration certificate (society, trust deed or certificate of incorporation)
  • Memorandum of Association and rules or bye-laws showing aims
  • Audited accounts: income and expenditure, receipts and payments, balance sheet and auditor's report
  • Annual reports of recent years
  • Staff list with qualifications, and a list of beneficiaries
  • Budget for the year with justification for each cost
  • List of managing committee members with tenure
  • For continuing grants: the last utilisation certificate and expenditure statement
  • Scheme specific papers, such as a bond or bank mandate form in the given format

Scan papers clearly and name files sensibly. Most delays come from unreadable or missing pages. Our NGO Darpan documents page covers the base papers you will reuse.

How your proposal moves and how to check status

After you save as final, the proposal goes to the district officer. Under the scheme guidelines, the district officer usually inspects the organisation, the state or union territory department reviews and recommends, and then the Ministry decides. Grants are released through PFMS (Public Financial Management System) as the scheme guideline says.

Use Know Application Status with your acknowledgement number to see where the file is pending: district, state or Ministry. The Applications Submitted menu shows all your proposals. If a document is marked as incomplete, open the application, replace the file and submit again. Grants for later years usually need the utilisation certificate of the earlier grant.
